System Signals — 4 September 2026 Some of the most important parts of a system are not the things inside it. They are the boundaries between them. A military organisation needs ways for civilian expertise to cross into service without becoming stale. Mental-health work needs ways to meet men inside
System Signals — 3 September 2026 A useful distinction runs through today's signals: capability is not the same thing as possession. A navy can possess ships yet lack the industrial depth to keep them available. A health system can possess clinicians yet remain difficult to enter. An operator can
System Signals — 2 September 2026 A useful question runs through today's signals: where does capability actually live? We often locate it inside individuals — in knowledge, strength, judgement, resilience or expertise. But the evidence and policy signals below suggest something more distributed.
